Carl Paulus

Carl Paulus is a Senior Writer for the Goldwater Institute, where he partners with the communications team, policy experts, legal professionals, the development department, and other stakeholders to craft compelling content that amplifies the Institute’s mission. His work focuses on creating materials that engage key audiences, reinforce the organization’s message, and advance its goals.

Before joining the Goldwater Institute, Carl served as the Executive Communications Manager at the University of Michigan-Dearborn, where he authored internal and external communications for university leadership. Prior to his time at UM-Dearborn, he held senior roles on Capitol Hill, worked in the executive branch, and contributed to political campaigns. He also gained experience in healthcare as a government affairs analyst at Priority Health in Grand Rapids, Michigan.

A graduate of the University of Michigan-Ann Arbor, Carl earned his Ph.D. in history from Rice University in 2012. He is also the author of The Slaveholding Crisis: The Fear of Insurrection and the Coming of the Civil War.
