Workers Welcome: ND, WV Champion Universal License Recognition

North Dakota and West Virginia this week became the latest states to adopt laws allowing for universal recognition of out-of-state occupational licenses—reforms that promise to unlock economic potential, shore up workforce shortages, and empower skilled workers. Inspired by the Goldwater Institute’s Breaking Down Barriers to Work Act, first passed in Arizona in 2019, this pro-growth policy allows professionals licensed in good standing in one state to readily obtain credentials to work in another if they move to a new state.

Half the states in the nation have already successfully implemented some version of universal recognition, demonstrating its effectiveness in promoting economic growth and workforce development. The Goldwater Institute commends the legislatures and governors of both states, along with their allies, for their leadership in enacting this crucial reform.

A Commonsense Reform

Think about it: a talented teacher eager to relocate, a seasoned electrician seeking new opportunities, or the military spouse dedicated to their profession despite frequent moves. For too long, these individuals have faced a frustrating reality: even with valid licenses and proven expertise, they often encounter weeks or months of bureaucratic hurdles and expenses to re-license in a new state. This antiquated system not only hinders individual careers but also deprives communities of vital skills and slows economic progress.

Universal recognition flips this script. It’s about welcoming skilled professionals with open arms, acknowledging that if someone has met the licensing standards in one state, they’ve likely demonstrated the competency needed to contribute in another. This simple yet powerful change yields significant benefits.

Tangible Results

In Arizona, the first state to enact universal license recognition, over 10,000 individuals have obtained a license to work under the reform. The Grand Canyon State has gotten government out of the way by allowing licensed professionals to work—to resounding success.

Crucially, universal recognition isn’t about compromising standards; it’s about respecting existing ones. Professionals with licenses in good standing from other states can transition their careers without undue delay. This reform focuses on the scope of practice, ensuring individuals are qualified for the work they’ll be doing in their new state, while maintaining safeguards to protect public safety by verifying the good standing of licensees.

The growing chorus of states embracing universal recognition speaks volumes about its effectiveness. Now, we can add North Dakota and West Virginia to this list of forward-thinking states.
