In only a few years, AI has gone from a futuristic curiosity to a tool millions of Americans use to write, learn, plan, and solve everyday problems. Yet much of the public debate still treats AI less as an opportunity than as a threat to jobs, the electric grid, the environment, and the communities asked to host the data centers that make modern AI possible.
Those concerns are not imaginary. AI requires enormous physical infrastructure, and policymakers should take seriously the demands that data centers place on electricity, land, water, and local communities. But the controversy has also produced a distorted debate, one that tallies the costs of AI while too often ignoring the value it already creates for ordinary Americans.
As Domenico Ferraro writes in a new paper for the Goldwater Institute, Harnessing the Value of AI at Home and in the Workplace, “AI is not simply a new line item on the electric grid.” It is a transformative technology whose benefits are already being felt by workers, families, students, entrepreneurs, and businesses. The real question is not whether AI carries costs. Every major technological advance does. The question is whether America will recognize and harness its value while managing those costs responsibly.
That opportunity is easy to overlook because AI’s benefits often don’t show up in wages, profits, or GDP. They show up in the small ways people save time, learn new skills, solve problems, organize information, and turn vague intentions into completed projects.
At home, AI can walk a homeowner through an oil change, a running toilet, or a conversation with a plumber. It can help a student dig into a subject, a retiree pursue a hobby, or a family preserve old photographs.
“Imagine an ordinary Saturday,” Ferraro writes. “A parent wakes up before the rest of the household and asks an AI assistant to help plan the day. The constraints are mundane: soccer practice at 10, an elderly parent visiting for lunch, a child with a nut allergy, a car that needs an oil change, a budget to stay within, and a desire to do something enjoyable in the afternoon. The assistant suggests a grocery list for a simple lunch, checks that the proposed meal avoids nuts, converts the recipe for six people, and proposes a cooking schedule that fits around soccer practice. It then produces a checklist for an oil change, including the oil grade to verify from the owner’s manual, the tools likely needed, local disposal rules, and a clear warning that proper jack stands are essential because the car must be lifted.”
None of these examples replaces human judgment, however. As the paper notes, “AI can open the door for us, but we still must walk through it.” The technology doesn’t substitute for knowledge, responsibility, or experience. It makes all three easier to develop and use.
The same is true in the workplace. Much of the public conversation about AI and employment assumes a simple tradeoff: machines will take people’s jobs. Although some jobs will certainly be lost to automation, the real economy is more complicated than that. Jobs are not single tasks. They are bundles of tasks. A lawyer researches, writes, persuades, judges risk, and accepts professional responsibility. A teacher prepares lessons, motivates students, diagnoses confusion, and builds trust. A small business owner markets, hires, serves customers, manages vendors, and makes decisions under uncertainty.
AI may perform some of those tasks well, especially routine, text-based, repetitive, and easily verified tasks. But for most occupations, it will not be able to replace the whole job, especially ones that rely on human decision-making. Technology most often changes what workers spend their time doing, not the workers themselves.
As Ferraro writes, “Technology does not simply replace workers; it changes the set of tasks workers perform and the value of the tasks that remain.” AI can draft, summarize, translate, classify, and organize. But people still must decide whether the result is accurate, persuasive, safe, ethical, and useful.
The best approach to AI is adaptation. Workers need the freedom and opportunity to learn how to use AI productively. Businesses need room to experiment. Households need tools that are safe, reliable, and useful. Communities need infrastructure policies that protect ratepayers while allowing data centers and other essential facilities to be built responsibly.
That means recognizing what data centers actually are. They are the physical foundation of the digital tools millions of people increasingly use to learn, work, create, and solve problems. As the paper explains, “Without large, reliable, and increasingly specialized computing capacity, the promise of modern AI remains abstract.”
America should not treat that infrastructure as a burden detached from its benefits. It should treat it as part of the cost of building the next generation of American prosperity.
Artificial intelligence will not solve every problem. It will not eliminate the need for work, wisdom, prudence, or human judgment. But used well, it can expand what people can do at home and in the workplace.
The policy challenge is not to slow that future down. It is to make sure America is prepared to harness it.
